what is it for?? .....................................?

hi everyone .. i've started to do acrylic nails and i got a new kit after my other ran out.. it has a plastic dispenser its like spring loaded with a slight curved top .. is this the liquid dispenser? do you pump the liquid up and it holds on the curve for use so your dnt spil?? i use a small glass usually never seen one of these before does anyone know what it is or for or how you use it?? this is the container ...http://i204.photobucket.com/albums/bb285/destinyfaithp/P071209_11240002.jpg
