Tingly feeling on lips after applying lip balm?

I just got this new lipbalm with spf 20. After applying it on my lips, a few seconds later i get this cool tingly feeling.

Is this normal?

No that's not normal. I am a lipbalm addict and never once had that happen with any brand.
