How can I dramatically lighten my skin tone?

I have a tan/somewhat dark skin tone, & i hate it. What can i do to lighten it naturally or with lotions, anything really that'll work. I just really want a fair & beautifully light skin tone. Another thing, I want that whole "all-american", girl next door type look. What color contacts, hair color, things like that should I do? Thanks.
