How can I get my TV and Computer all on one moniter?

My boss has a Computer moniter with TV buttons (eg channels volume, etc.). He can manually switch between a computer screen and a television screen and he can even do both at the same time (looks similar to PiP on a tv, except one is the computer). How do I go about getting this? What would I need to buy? How much would it cost in total?

You could get windows media center and just watch tv on your computer then close it when your done. Doing this you would also have access to many other media related activities like music, photos, photo slide shows, play dvds, and record your television programs. You could save as many as you want. (Depending on hard drive size.)
