Repairing sun damage?

Last summer, despite careful use of sun block, my face & décolletage got badly burned in the sun. Several months later I can still see the discolouration. I have used several over the counter products but nothing has worked, so I was wondering before I give in to the inevitable & speak to my GP about a dermatologist's referral, does anyone know of something that works?

I also need to add that Bio Oil doesn't work & I can't use a retinol based product because I have a prescription for acne which works in a similar way, I can't use any Vitamin A based product because it really irritates my skin.
