On high definition tvs, the picture is sometimes presented as a smaller 16 x 9 screen than your tv can support?

In the old analog days, if you bought a 26 inch screen, you always saw a 26 inch picture. Now, with HDs new 16 X 9 screen, if you buy a 65 inch tv, you often see the picture presented as a smaller 16 X 9 screen within the outside screen. I can understand that sometimes you will see a 4 X 3 screen within the 16 X 9 if you are watching something shot in the older aspect ratio. But if is shot in widescreen, why reduce its size? Is this a new "advantage" of HD?

your at the mercy of how the program is recorded and broadcast but at least the TV's are getting smart enough to auto auto scale.
you can get into the menu and force the full 16x9 but some things will look awful
