Why do so many different products have the same active ingredient?

Take toothpaste for example. You see all kinds of different toothpastes at the store. Some say "extra whitening", "micro cleaners", "enamel protection". Yet all of them have sodium flouride as the only active ingredient. And the same amount of it.

Now some have slightly different inert ingredients than others, but if these ingredients perfomed a more specific fuction (like enamel protection) shouldn't they be labeled as active ingredients?

And if there is only one ingredient that does any usefull work, then shouldn't they call all of the other ingredients "filler" ingredients, or "nearly useless" ingredients?

You could say the same for oil. Same basic ingredient but different additives added to try and make it slightly different to one another. Each manufacturer adds something else hoping it sets it apart from the others.
