Is toner a necessary part of a skincare routine?

I have sensitive skin and acne, and have been using Neutrogena's Redness soothing acne cream cleanser and then Oil-Free Moisture for sensitive skin (pm) and Healthy Defense daily moisturizer (am).
I'm getting ok results, but I was wondering if toner would help to boost the cleanser's skin-clearing capabilities.
So is toner necessary? I was thinking of adding Neutrogena's (as you can see I really like this brand, and only this brand for skincare ) Alcohol-free toner to my cleanse and moisturize routine.

I've tried all kinds of toners, and they've always done more harm than good. They work for some skin types, but not for others. In the end, they're really not necessary, even though some people claim they are.
