My Intex pool upper inflatable ring has a dark sticky reside on it, what is it and how do I get rid of it?

THIS THE 2ND POOL WE HAVE PURCHASED IN JUST 2 YEARS. WE KEEP IT VERY CLEAN AND DON'T LET ANYBODY IN IT WITH SUN TAN LOTION, OIL, OR EVEN SUN BLOCK. AFTER AWHILE THE DARK STUFF TURNS HARD AND IT CRACKS. THE REST OF THE LINER IS AWSUME, EXCEPT FOR THE RING. WE EVEN BOUGHT SOME EXPANDABLE FOAM BUT TO NO AVAIL. WE LIVE IN GALVESTON, TEXAS AND A METAL FRAME POOL WOULD NOT WORK BECAUSE OF RUST. HELP!!!

maybe pollen or sap building up on it ?? do you have alot of trees in the area? if the ring of yours is like my freinds- the ring is coated with a differnet material. maybe pollen or sap is sticking to it.
