Why does my boat trailor right tail light not work and all else works?

My boat trailor right signal, brakes, and 4 way flasher works but not the tailight. Brown wire on a seasense kit says it is the taillight. From the pigtail do I connect the brown wire to both left and right tailights?

use a 12v test light---touch the test light to the wires until you find the one that makes it come on then hook that one to the tail light
