Are sunscreen and sun block the same thing?

I've heard they are different, and that sun block completely blocks the sun, whilst sunscreen will let you get a tan and not a burn. Is this true?

sun block actually blocks the sun's rays from entering your skin,
while sunscreen absorbs ultraviolet light so that it doesn't reach your skin.

sunblock is a better choice to protect yourself from the sun because it not only blocks uva rays but also uvb rays. And sunscreen only blocks uva rays.

And yes sunscreen does give you a tan and not a burn. But really neither of them block ALL the uv rays of the sun. Nothing can actually do that, not even clothing.
