Does Paint.NET have a blemish remover, toothbrush, and/or suntan tool? If so, how do i get to it?

I have been using the free trial of Corel Paint Shop Pro Photo XI, but its about to expire and Ive gotten used to a lot of its features

Some of those things can be done manually. For example, toothbrush could probably be achieved by selecting the teeth with the lasso tool and increasing the brightness. Blemish removal could be simulated by selecting the skin and blurring it slightly.

Those are very basic examples. There are more advanced, lengthy procedures, but they turn out quite complicated.
