How to remove dark tan on forehead, cheeks and retain glowness?

Hi, i am 24year old male. my skin was oily long back and now it has become dry, i am facing lot of problems with my skin from past few months, my face is turning black. in the early stages my forehead got turned, i just ignored it and now apart from my nose most of my face area is turning black. I am feeling very bad about it. I even consulted a derrmatologist, he suggested me to use sunscreen lotion and he also prescribed hydroquinone based cream, i am using it from past 15 days still i am not seeing any results. I also apply almond paste daily and scrup my face weekly once.I was smoking a lot and now i have quit it.
I wanted to know whether my face is tanned or is it something else? forehead, cheeks have dark patches...and it looks very odd.
I dont want to be fairer, i just want that dark tan on forehead and cheeks to be removed, and want some glowness in my skin. Please help meeeeee

I would do a crushed cucumber pack. That will draw out some of the darkness while replenishing your face with needed moisture.
