whats the best tanning lotion for fair skin?

I have pretty light skin and can't tan for the life of me. Skin cancer also runs in my family so I don't like the whole tanning bed thing. I'm lookin for some tanning lotion that wont leave me orangy
Spray tanning is also outta my budget right now so specifically looking for a lotion or something I can pick up from the drug store.
