Why do I get sunburned so quickly?

I consider myself fairly dark (Asian) and I didn't spend more than 10 minutes in the sun and I got tanned(not in a good way it started to hurt)! I was outside at 1:45 because I heard only midday sunshine has enough UVB to produce Vitamin D in the skin.
Would it be better to take short, frequent sunbathes (5 mins)?
