What exactly does this 10/22 accessory do?

Wolff springs makes a heavier recoil spring for the 10/22 .22LR. Is this for shooting high velocity ammo like mini mags and stingers? Is it a necessity if you shoot alot of high velocity ammo? I noticed a little fire coming out of the bolt when cycling CCI Mini mags. Is that normal? Will increasing spring weight capture that energy and boost velocity?

No. Increasing the amount of energy to make the recoil machanism work would make the gun jam more often. This is more for when you convert the 10/22 to other calibers like the .17 or 22 mag.
